There is a large water tank behind my home on Gilmer Road, Coatesville, PA.
It makes very loud noise at night and I want to figure out who owns it
so I can complain to them and which gov't agency owns it so I can
complain to them.  It is a public nusiance.  PLease let me know.

I would start by contacting your city, town, village, borough or county govt.
