I have a host which has PHP installed (4.1) with a open_basedir
restriction in its php.ini (which makes uploading files via PHP
difficult when the /tmp folder is restricted).  Since the host uses a
Plesk control panel software the host claims that he cannot add /tmp
to the directories allowed for upload.  However, elsewhere, I have
seen that some hosts offer the use of vhost.conf file to allow uploads
through PHP.  What can my host do (either with or without the use of a
vhost.conf file) to easily alllow my site to upload via PHP?
