Internet Access using Internet Explorer
Windows XP Service Pack 1
I can't access the web, however, I can transmit and receive email and
I can receive updates to software such as Norton Virus. I have asked
for help from my ISP, Time Warner Cable (Road Runner) and I have
sought help from a professional in the PC maintenance field. He
thought that doing a repair to the Windows XP would do the trick, but
it didn't. I still get "This Page Cannot Be Displayed" error message.
I have tried accessing using Netscape with the same results. If you
have encountered this condition and can provide a positve answer,
please respond.

Toss IE and Netscape and use Firefox.

Well, given that you can access certain things on the Internet but not
the web, you need to begin trying to isolate the problem. First, see
whether you can reach websites (in IE or Netscape) with an IP address.
For example, instead of typing in www.google.com, try it's IP address
- 64.233.167.104. Let us know if that works.

Dan

Not just your firewall? Mine came up with daft irrelevant messages and
blocked randomly. Finally got fed up with it being snooty and dumped
it.

I have the problem solved, but don't know exactly why. A local user
suggested a winsockXP fix file which I ran. It killed all Internet
connections, not just the web. In desperation, I did a re-run of the
Network Connections Wizard and I was again in business, but have not been
able to regain access to the other computer on the network. Thanks to all
that offered their help.
