I need a list of cellular operators offering VPN (virtual private
network) service (all calls within same company employes are for free)
or Cheap Destination (when user can call to one or few destinations
very cheap) mobile plans from all over the world.

No, I'm sorry, it seems like VPN information you provided is about IP
VPN - related to internet services, I'm referring to cellular VPN,
when user in same
  VPN can call from their mobiles each other for free or very cheap.
