It occurred to me that a car wash that used blasts of steam to clean
customers' cars would likely have much lower water bills and make a
much smaller impact on the environment.
 Is there an issue, though, with steam possibly damaging the paint on
the cars that are being cleaned?

Aside from the possible effect on the paint, I would think that steam
might damage the exposed rubber parts of a car. Window gaskets and
such.
