Am not sure if this falls into the area of Operating Systems, or not,
but: There are times when I click on something (to enlarge/get
Closeup), for
example, and nothing happens. I noticed that at bottom of screen it
now says: javascript and the words for whatever I was trying to
accomplish. I never know when it's going to happen. Do you have any
suggestions for fixing this?

You are speaking to someone who knows nothing; but, since I haven't
changed anything, I'll have to say "no" to your question.

Many browsers, including IE(Internet Explorer), will display the
action if you click on a link. Sometimes the action is to call a
javascript function, which why you see "javascript(...)" on the
status bar at the bottom of the browser. There are numerous reasons
as to why you may not notice anything happening after clicking, such
as:
-bad javascript that breaks
-pop-up window that you block with some pop-up window blocker software
-something on the page internally changed that you didn't notice
because it's not a visible change.

There is no way to fix this, as this is something that occurs due to
the authoring of the web page, not the fact that you are clicking on
something. If it's really annoying you, you can always customize
your browser to not show the status bar. In IE you do this by:

-Click on view from top menu
-Make sure "Status Bar" is not checked

Is Javascript a program that can be added? Right now we have a
program called Java 2 Runtime Environment Standard Edition v1.3.1_2.
Should we remove it? Can a Javascript be added?

Javascript is not a program. Javascript is a pshydo computer
programming language used by web developers to manipulate the way that
a web page behaves in a browser. For example, when filing out a form
on the web, frequently Javascript is used to check the users input to
make sure that it fits some format (zip code is all numbers and totals
5 in length, etc...)

Javascript is similar in syntax to Java, and the two are frequently
confussed. Java is a programming lanugage; it can be "compiled"vto
create executable program. Javascript can not do this. The Java 2
Runtime Environment Standard Edition v1.3.1_2 that you have on your
computer is something you need to run Java programs. It is not in
itself dangerous, however it does enable your computer the ability to
run Java applications. If you are worried about programs
inadvertently running on your computer, you may want to remove the
Java 2 Runtime Environment Standard Edition v1.3.1_2 as this will
prevent Java based programs from running.
