There was a controlled study in 1988 or 1989 that compared a
high-fiber diet (using Kelloggs all bran) to a control group and found
that the high-fiber diet reduced the size of polyps. I am looking for
a reference to that study and its abstract of news summary.

I found a reference to the study you are referring to in the Asia
Pacific Journal of Clinical Nutrition
“Human studies
Of course, it is more difficult to conduct interventional studies in
humans which use cancers as an endpoint. Thus, a number of studies
have been conducted to examine the effect of wheat bran on adenomas.
DeCosse et al (12) studied the effect of daily supplementation with
22.5g of wheat fibre from AllBran (Kelloggs) on rectal adenoma
formation in 58 patients with familial adenomatous polyposis and
rectum intact. They found that fibre consumption reduced adenoma
formation by 50% in those who complied with the diet.”

At the end of the article, in reference 12, I found the source of the
study.

From there I searched the Journal of the National Cancer Institute for
that specific study. I found the abstract of the study you are
referring to:

Miller and ML Lesser, Department of Surgery of the New York
Hospital-Cornell Medical Center.”
