If I melt pre-packaged chocolate and pour it into a mold to make
shaped candy and lollipops, are there any health inspections or FDA
requirements that I must comply with to sell the candy?  I would not
be making the chocolate, only reshaping and repackaging it.

Your home kitchen is subject to local health code regulations.  An
alternative is to rent kitchen time at a local restaurant that is
inspected regularly.

You should buy chocolate in bulk as well, if you want to keep your expenses low.

You will most likely need to check with your state's department of
weights and measures and go from there
