I am not finding any information of the waiver you are looking for you
could try and contact ldag for more information on what you aquire. I
however did find a some information on a Special Education Diploma
which may fit your needs.

Special Education Diploma: The document awarded to students with
disabilities assigned to a special education program who have not met
the state assessment requirements or who have not completed all of the
requirements for a high school diploma but have nevertheless completed
their Individualized Education Programs (IEP).

Finally, local jurisdictions have the option to use the standard GHSGT
or an equivalent. Most jurisdictions have opted to use the GHSGT.
However, the noted exception to this choice is the Gwinnett County
School System. In Gwinnett County, students are required to achieve a
passing score on the Gateway Test in lieu of the GHSGT. Gwinnett
County is the only local jurisdiction in the state that has requested
and received a waiver to use a standardized test other than the GHSGT.
A comparison of these two tests will be featured in a future article.
