In 1947 during the British Royal Tour in South Africa a platinum ring
was presented to Queen Elizabeth (then princess). What was the name of
the jeweller that gave it to her? In which city was he located and
what did it look like?

I have since heard that she celebrated her 21st birthday at the City
Hall in Cape Town and that she might have been presented with this
ring by either the government or a mining house such as De Bers.

I found an article from January 30, 1947 entitled:

South African Gifts To Royal Family

that describes the various gifts presented to the King and Queen, as
well as to Elizabeth and Margaret.

No mention of a ring, though. The gifts to Princess Elizabeth are described as:

"...to Princess Elizabeth on her birthday, 21 graduated brilliants
interspersed with baguettes and small brilliants for mounting as a
necklace...and...two half-moon and two emerald-cut diamonds for
mounting in a brooch..."

Small wonder she's one of the world's wealthiest individuals.

Do you think these presents might be the ones you're thinking of, or
are you certain that a ring was involved?

From the brief to me it was definitely a platinum ring with a diamond.
