A bank executive refuses to make a home loan to a married woman simply
because she is married and requires her husband to co-sign.  The
paperwork is filed for the loan, the appraisal complete, but the bank
still refuses to lend the money unless husband co-signs.  The bank
bills her for the appraisal done on the house.  DOES THE WOMAN HAVE TO
PAY FOR THE APPRAISAL?

Is the husband named on the deed as an owner or co-owner of the home?

Is the "bank" a national bank (e.g. "xyz national bank" or "xyz bank, N.A.)?
Is it a "savings bank"?
Is the bank a mortgage broker?

Did the bank hire the appraiser? If the woman hired the appraiser
directly or through a title company, her obligation to pay the
appraiser would be independent of her dispute with the bank.
