About your money and how to deal with that issue, FODORS TRAVEL GUIDE
offers this valuable insight:
?U.S. dollars are widely accepted in Buenos Aires and can be used to
pay taxis, hotels, restaurants, and stores. (In fact, many ATMs in
Buenos Aires dispense U.S. dollars as well as pesos.) Keep some pesos
on hand, however, because you might run into spots where you'll need
them. You'll find that U.S. dollars are less useful in rural areas
(and places to exchange money less common), so plan ahead. You can
convert your currency in hotels, casas de cambio (money-exchange
houses), some banks, and at the Buenos Aires airport. Change American
Express traveler's checks in Buenos Aires at American Express,
Arenales 707 (tel. 11/4130-3135). It is difficult to change traveler's
checks outside the capital. Therefore, I recommend that you carry
sufficient pesos (or purchase traveler's checks in pesos) when you
venture into small-town Argentina.?

Now for the bad news...
On the issue of crime and safety, I should say in closing that Buenos
Aires is not the safest travel venue on the market right now where the
crime rate in concerned. There are some government and police
corruption issues that scare many people (residents and travelers
alike) and other conflicting political, economic and religious issues
in the region right now that have the population on edge. Even the
people who live there say the atmosphere is tense and that don?t feel
particularly safe.
This article in BUSINESSWEEK seems to confirm the increasing trend of
high crime in the city:
?Kidnappings of business executives, sports players, and even ordinary
citizens have increased more than fivefold over the past two years.
Officials say a kidnapping is reported every 48 hours -- and many more
cases go unreported.?
?The latest Citizen Security Monitor survey, carried out by
Argentina's Justice Ministry, suggests that 1 in every 10 Buenos Aires
residents now fears being kidnapped. An astonishing 65% say they feel
insecure walking alone at night in their own neighborhood -- this in a
city famous for its vibrant late-night cafes, bars, and nightclubs.
"The crime problem is so out of hand that everybody now feels they
could be a victim,"
BUENOS AIRES: THE LONG ARM OF CRIME

Another article says that the homicide rate is skyrocketing and that
someone is killed at an extraordinarily high rate of about one every
four and a half hours. In addition, the number of kidnappings has
risen and astonishing 505% since 2001.
