I need information on how a utility goes about getting
license/approval to build a new nuclear power plant from federal,
state, local agencies.  A detailed description of what is required
(applications, requirements for safe storage, rate plan, safety
programs, etc) would be most helpful.  I realize the NRC regulates the
safety aspect and states make the call on economic decisions, but
details on preemption, etc would be great too.  Sources needed.
