Measured and Reported Improves Exponentially"?  Where can I learn more
about this philosophy and it's history?

It really started with the Western Electric studies of the Hawthorne
Works in the 1920s.  The learning curve effects were then demonstrated
on a broad basis during World War II.  You might start here:
