I have a recipe for a homemade liqueur. It includes spices and Liquor
that I purchased at a Pennsylvania Liquor Store. I want to sell this
liqueur either by selling it on the Internet or by contracting with a
distillery. I have read it is legal to make homemade liqueur but am
unaware of the laws surrounding the sale of homemade liqueur on the
Internet and which states it may or may not be legal. Any Info you
could give regarding the sale of homemade liqueur on the net or with a
partner distillery is much appreciated,

It is legal to make alcohol for personal consumption.  If you want to
make it for public sale it would be wise, and probably required, to
incorporate, get a federal license, etc.
The Supreme Court is deciding a case now on the delivery of wine to
individuals from a retailer from out of state.
(Maryland and many states prohibit the mailing etc. of alcoholic beverages

Best bet may be to produce samples and try to get a distiller
interested in purchasing the rights to make what you have.

I want to be clear that I am not making Liquor I am purchasing Liquor
to make my own Liqueur (Cordial).
