Do you mean that when you switch your computer on it just sits there
and doesn?t even reach the start up screens? If so, it?s not a BIOS
problem. Sometimes it is motherboard death and replacement is the only
viable option. However, a faulty card can also bring the whole thing
down, modem cards being the most common offenders. If you do have a
modem card, remove it and try again. If this doesn?t work, unplug all
cards, disks, keyboard, mouse etc but you?ll need the graphics of
course. If it still won?t play ball, if the video is on card and you
can lay your hands on another, try substitution.

No memory also prevents any sort of boot (on some systems at least) so
theoretically faulty memory could do the same but I?ve never
encountered this.

Needless to say, check that power leads are all seated, CPU and memory
too. (Unplug from the mains before unplugging cards etc.)

The first function that runs on your PC is a process called POST
(power-on self-test), controlled by the BIOS. If you can't get
through POST then you have a fundamental hardware problem that should
be checked by a technician. It could be a faulty component and may be
as simple as a failed power supply.

The following article may help explain the problem:
