My firm is considering doing a deal with a guy in Vietnam who's
nickname is Muoi.  His real name is Truong Nhat Quang.  I need
information on this guy's credibility and reputation as part of our
due diligence, but haven't been able to find much in English.  I'm
suspicious of him becuase he's reported to "run south vietnam" (he has
a lot of power) but is not a formal member of the government at all. 
We've been assured there is no corruption associated with him, but
this "assurance" has come from a source with major conficts of
interest.

Here is what I know about the guy so far:

My question: can you give me any insight into his credibility? 
Specifically, have there been media reports that raise suspicion
and/or "confirm" honesty?  Have any businesses, in the USA or abroad,
had any possitive/negative business experiences with this guy?  What
do governments have to say about him along these lines?

Please note: I am not asking you to digu up private info on the
guy...just anything public that will help me report our CEO whether or
not we should trust the guy enough to do a multi-million dollar deal
with him...essentially a background check.

I'm sure I'm asking the obvious here, but has Muoi giving you any
business references outside of Vietnam -- other companies in the US or
elsewhere that he's worked with?

One other question...Have you seen the guide to doing business in
Vietnam preapred by the US government?  It is chock full of detailed
information and contacts that can assist you in your due diligence. 
For instance, one section notes:

numerous, the majority of foreign companies operating in Vietnam have
chosen to partner with local firms.  One way to locate Vietnamese
partners is to contact local chambers of commerce and industry
associations.  The major chamber of commerce for Vietnamese
enterprises is the Vietnam Chamber of Commerce and Industry (VCCI),
headquartered in Hanoi with branches throughout Vietnam, including Ho
Chi Minh City, Danang, Hai Phong, Vung Tau, Can Tho, and Vinh.  VCCI
members include SOE?s, joint-stock companies, and private firms of all
sizes in many sectors.  In Ho Chi Minh City, the Investment & Trade
Promotion Center (ITPC) can also make introductions to prospective

If you're contemplating a multi-million dollar deal, it certainly pays
to hire someone locally who can conduct a much more thorough DD than
we can at a distance.

The firm that approached us on this deal is Omni Ventures in Lafayette
Colorado.  Other than that I have no references I can send you.

And to your second question: no, I have not seen this guide...  If you
could include the link to it in your report, that would be helpful.

And to your final question:  I'm not sure I understand it.  Does
"post" mean make public?  If it's possible, I'd like to keep your
report confidential as our patners may be offended if they find out we
are doing this.

--I cannot do a background check on Muoi, as I simply do not have the
resources to investigate the reputation of a businessman in Vietnman.


--What I CAN offer are links to some useful resources -- such as the
government report n Vietnam I mentioned -- that can provide a good
deal of further information to help you out, including contact
information for middlemen in Vietnam who might be able to track down
more information your would-be partner.


--You might want to wait a day or so to see if another researcher can
come up with any additional information.  But if none is forthcoming,
then please let me know how (or if) you would like me to proceed on
this.

Hello again,

I did find a little bit of information on the web about Truong Nhat
Quang and Civil Engineering Construction Corporation, but nothing that
really speaks to the character of the individual or the
trustworthiness of the business.  With some more time and effort it
might be possible to unearth a bit of useful information, but I really
do think you need someone on the groun in Vietnam to do the job right.

To that end, please have a look at the recently-published report on
the Vietnam market, which you can find at:

Thanks for the link.  I'll have a look - it looks like a helpful overview. 
In the meantime, if you have a moment to shoot me over everything you
found on this fellow and his firm, that would be great...even if it
doesn't speak to the character side of things.  We will for sure
consult some people on the ground in Viet Nam.

Strikers at Hai Van Pass Tunnel Construction Site Return to Work 9-8-2002
Striking workers at the Hai Van Pass tunnel project resumed work on
August 8, 2002, after a two-day strike was resolved through
negotiations with company management. Work on the northern section of
the project, which is being undetaken by Japan's Hazama Company and
the local Civil Engineering Corporation No.6, was slowed considerably
after workers walked off the job, complaining of dangerous working
conditions and reduced pay. The Louis Berger Group is the project
manager for this project for the government.
