My brother saw this jacket and wants me to help him find one for him.

The brand of the jacket is "Weatherproof".  Their website is
"www.WeatherProofCo.com".

The model is "Impermeable MicroSuede with Faux Shearling".
The color is "Brown" or "Chocolate brown".  The size needs to be Large.

My problems:
1) The manufacturer has indicated that this coat is no
longer in production
2) Rochester Big and Tall only has BIG and TALL sizes (no "Large")
3) None of the online or "big name" resellers seem
interested in checking their stock to see if they have one.
4) Most resellers are eliminating their fall/winter clothes lines and
aren't interested in doing a special order for only one jacket.

Please find me a reseller who has one of these and put it on hold for
me so I can buy it for my brother.  Thanks!

This company has it available in brown and large size.  It is faux
shearling lining.  The version shown is tan.

I believe this is it!  I called them up and they said that
WeatherProof is the manufacturer, so I think this is it.  I've ordered
the jacket and have asked for overnight delivery.  When it arrives
tomorrow, I'll know 100% if it's the right jacket or not.

I'm going to post this as an answer, because I did indeed verify that
it's the right jacket (since it should be the same as the one in the
picture).  If there is any problem, please let me know.

Ebay item #3955722797 looks like it might be similar, if all else fails.  Good luck!

The eBay item you listed does not have the faux shearling lining -- it
has a nylon lining.  Thanks anyway.
