I'm thinking of paying someone to make cold calls to every business in
the NY Yellow Pages for Manhattan.
 Do new telemarketing laws apply to businesses?
 I'm not selling anything via the phone, btw.  The transaction "completes" 
 if the person wants me to visit their site, not when they order
something over the phone.

Every business in Manhattan.  Your marketing dept. will be the size of
the U.S. Army.

there are no laws for using the phone as a marketing tool for
business.  The law is for residential phones only

You are much better off buying a database list than YP.

Have you started your lead generation campaign yet? I may have some
