I'm looking for an add-on to Windows Explorer (not internet explorer)
that can do tabs and also a dual paned view.  I don't want a seperate
program, just an add-on or plug-in.

Not sure about tabs...
But to get effectively dual paned, if you open two copies of Explorer
and select both on the task bar (use control click) and then right
click on one of the buttons and select tile vertically (or
horizontally if you prefer...
