What methods are available for melting and reconstituting scrap
plastics using heat? Particularly, is there a good method for bonding
scrap plastic bags or plastic bottles (PET, LDPE, HDPE) to each other
on a small scale? A good answer would include information about either
a product that is made using such a method, someone who has achieved
this process, or information about an industrial process for recycling
plastics that could scale down to a single-worker scale. Thanks.

It is not something can do in a garage of your home. 

It require hight pressures,
high temperatures, or chemical processing.

          if you insist on solutions which can be done on
single-worker scale, rather then in a factory
           
            there is no solution. Do you want to relax that requirement?
