I would like to do a search of google groups (aka usenet) using this
page:

http://groups.google.com/advanced_group_search

with automatic email notification.  That is, I would like to save my
search criterion, and receive an email message whenever someone posts
a new message that satisfies my saved criterion.

This would be analogous to Yahoo News Alerts:

http://alerts.yahoo.com/config/edit_notification?.confirm=n&.done=http://search.news.yahoo.com/search/news

A correct answer would be a URL that provides this service for google
groups.

I know of a site that does what you ask but charges a fee. Is that OK?

How much is the fee?  10 cents -> ok.  $5.00 -> not ok.  Presumedly,
the search would be "good til cancelled".  FYI, Yahoo News Alerts is
free.

This seems like something that someone (not necessarily part of
google) could hack together with perl/java in a couple of days.

For notification when a single term appears in a newsgroup, it's $48
per year. For up to five terms, it's $19.50 a month. There is a free
one-month trial for one search term. The service also searches news
sites such as nytimes.com, usatoday.com, etc.

That's a bit more than what I wanted to spend.  Let's try to find a
service that is at most $10/question/year.  If no such service exists,
then I might be interested in yours.

Also, it is important that the service sends a new email every time
the term appears, in case that wasn't obvious.
