How do I make "Minoxidil topical"?

What I want to make is "5% Minoxidil Topical Solution", the generic
version of Extra Strength Rogaine. I need to know what to buy, where,
and the exact process.

Well, you grind up prescription minoxidil tablets and mix them with
alcohol to arrive at a five percent solution.  I do not know the exact
amounts and ratios--is that what you're asking?  You do understand
that Rogaine is topical minoxidil, right?  You can also buy store
brands, in both a 5% and 2% solution strength, in grocery and drug
stores in the USA.

Before Rogaine became an OTC drug in the USA, it was available by
prescription, and before that people who wanted to apply topical
minoxidil to their scalps to slow down hair loss would go see a doctor
who would prescribe "topical minoxidil five percent," then you?d take
that to a pharmacist who would grind up the pills and make the
solution.
