I am looking for typical hourly billing rates for an experienced
large-scale-program manager or CIO/CTO working as a non-brokered
independent consultant for the US government (MIL, DHS, etc.).  Skill
level is IT professional with 10-15 years experience, including budget
management experience of $240 million annual.  Answer should provide
at least three fact-based real-world examples of rates actually paid
to consultants at such a level, or government-issued rate sheets,
etc., from the period 6/2003 to the present.
