Hello, I'm wandering about colorado state law for owning a pachislos
machine? I realize slot machines are illegal, but these machines take
only tokens and are set up where the player has to push each button to
stop the wheels. They also can't be made to accept coins.I just would
like one for home entertaiment. I've checked alot of sites on colorado
gaming and can't seem to find a concrete answer, even some of the
sites that sell pachislos machines aren't sure of the laws. I'm sure
there is easy answer to this question I'm just looking in the wrong
places.

In Colorado, a slot machine is defined by the following Colorado Revised
Statute (CRS) 12-47.1-103(26) and is shown on this Colorado Division of
Liquor/Tobacco Enforcement web page.

"A machine means any mechanical, electrical, video, electronic, or other
device, contrivance, or machine which, after insertion of a coin, token, or
similar object, or upon payment of any required consideration whatsoever by a
player, is available to be played or operated, and which, whether by reason of
the skill of the player or application of the element of chance, or both, may
deliver or entitle the player operating the machine to receive cash premiums,
merchandise, tokens, or redeemable game credits, or any other thing of value
other than unredeemable free games, whether the payoff is made automatically
from the machines or in any other manner."

Let's cut this down and see if it applies to a Pachislos (sometimes called
Pachislo, Pachi-Slo or Pachi Slo) machine.

"A machine means any mechanical ... machine which, after insertion of a ...
token ... is available to be played or operated, and which, whether by reason
of the skill of the player or application of the element of chance, or both,
may deliver ... tokens ..."

From my strict reading of the Colorado Revised Statutes on the definition of
a slot machine, it looks like a Pachislos machine is a slot machine and thus
is illegal for private (non-gambling licensed establishment) ownership in
Colorado.  

Others appear to have the same interpretation as I do, such as Stealth Home
Amusement.

States of Colorado, California, Washington, Idaho, North Dakota and Oregon.
Until there is a clarification of the laws, we will no longer ship to these
States."

However, you can own a slot machine in Colorado, as long as it a "vintage"
machine.  From the above referenced Colorado Division of Liquor/Tobacco
Enforcement web page.

"A slot machine does not include:

... Vintage slot machine models which were introduced on the market prior to
1984 and are not used for gambling purposes or in connection with limited
gaming ..."

Yes, the vintage slot machines usually cost more than a Pachislos machine, but
are at least legal in Colorado.  JRD's Vintage Slot Machines is one source for
them.

We sell Pachislo Slot machines on our web site at and we are not
allowed to ship to Colorado or California. The lawmakers there have
ruled that even Skill Stop machines with tokens are still slot
