What state should I choose to physically locate a business if I have a
choice between TX and MN?  I am talking of a hi tech software
business.  And that too mostly the customer facing functions since
development is being outsourced.
   
I realize there may not be a single answer but even knowing the
factors to consider like desirability of the place, business taxation
differebces, people's willingness to relocate to one over the other
etc. will help.

I would suggest that the cities you are considering are a huge
consideration.  What city in TX and MN?

The two cities are:

Dallas, TX
Minneapolis, TX

Based on information obtained from various websites,Dallas seems to be
more people friendly due to
1)less taxes
2)pleasant climate(No snowfall/freezing etc)
3)future job growth high
4)Better High Tech economy 
5)higher per capita income
6)Better distribution of people from various backgrounds
7)less expenditure for schooling
8)Higher home appreciation value
