I'm looking for a reputable source (academic or official
organizational websites only) that relates the history of the United
State's involvement in human rights/policies regarding human rights
(foreign not domestic) The more sources or info I can get on this the
better but QUALITY OVER QUANTITY!

Please have a look at this document and let me know if it is the sort
of thing you're after.  It pegs the beginning of the US's formalized
policy towards human rights with the Carter Administration:

Actually that's FABULOUS, I can pick up on the bits and pieces leading
up to that on my own without any trouble, this is great!
