  Can you plz clarify.
1)How would you rate best?
  a) by the number of minutes available for a given amount
  b) the sound quality
  c) the ease of dialing  and getting connections
  d) nearest rounding off
  e) recharge options
2) which country would you call most and from where?
3) What would be the duration of the calls - short or long. Short
stands for something between 10 minutes and long is way above that.
4) At what times would you make the calls - monring, noon, evening,
late night or all thru the day.

It depends, as ddhara-ga said, on what do you mean by "best
international phone card". But, for me at least, the most important
things that make a card good are

1. The card has no hidden fees (i.e if it says you have 50 minutes and
use 10, there must be around 37-40 minutes remaining) if this is true
the rest usually follow.

2. Call quality and ability to use the car multiple times without entering the PIN
3. Local access or no extra charge for using 800 numbers

I use phone cards to call my family mainly in eastern Europe and have
been constantly (5-years) that I have been looking to find THE "best
phone card". One thing you'll have to keep in mind is that, as soon as
a phone card becomes too popular its quality usually drops (simple
demand <-> supply relationship).

Currently I am using 2 phone cards
1. Quick Connect
2. African Dawn

The only drawback of this cards is that they impose a $0.60-$0.80
after 24 hrs of first use, but I usually use the whole card within the
day that I activate it.

I buy them from http://www.HandyPhoneCards.com , for two main reasons
1. Their staff constantly screens the phone cards that they recommend
in the main page
2. You can search for the card with the best rate (not any other
criteria) via choosing the country that you're calling

If you could give more criteria than I would be happy try to find the
best card from the 750+ phone cards I offer on my website.
