departments and not the same as stations -
departments in the sense of address data seems to be administrative
offices as opposed to each precinct and or fire company

I and ready to offer you a 161 page document that lists all the fire
departments in Illinois, arranged in alphabetical order according to
the county in which each is located. Included is the mailing address,
telephone number(s) and the name of the Fire Chief or senior
supervisor.
The issue about the police departments (and I assume you mean law
enforcement agencies) is far more difficult and I have not managed to
gather those. These include animal control, sheriff, state police,
alcohol beverage control, game and fish, gaming commission, FBI,
auxillary police, highway patrol, weights and measures, and the list
goes on and on. You can see how diffcult a request that really is.
If you want to reduce your price a bit to accept my fire department
list, I'd have no problem with that, but I'm afraid you'll probably
have to open another question and offer a much higher price for that
law enforcement information.
What do you think? Deal?

I had already found the fire department list:

however, that is administrative offices and not the actual station locations.
Your analysis of gathering the police station data is accurate, and I
believe the same holds true for the fire station data.
I would be more than willing to increase the available payment if
_either_ of the STATION data is found in a clean-concise format.
From our current research, it seems that there will be thousands of
stations in all of Illinois for each police/fire - just so one can
guage any found data with the approximate expected results.
We are going to be using this for a GIS mapping implementation, and
the data can have a quite large fault tolerance 20% margin of error
would be acceptable.

I think my fellow researcher, tutuzdad-ga, actually found what you
need, at least as far as fire departments/stations goes.
The listings look very much to be station by station. For instance,

check out the illinois fire marshall list in the link above - it is
161 pages of departments - these are not stations
a departments is heirarchial above the stations (ie Northbrook Fire
Department has 3 stations)

I checked a commercial mailing list source for information pertinent
to your request.
A search on SIC Code 9221 (police) in the state of Illinois, returned
1,556 name and address records.

It would take a detailed conversation with the mailing list house
itself to confirm that police stations are in fact listed, and to
determine if they could isolate the police stations in a way that
would meet your needs.
The same conversation could of course determine if fire station
addresses were similarly available.

I guess it all depends on how much the mailing source charges for its data -
we were able to get about 500 off a couple directory white page
websites -- so if the cost per record isnt more than .03 or so - it
would be a viable option
