Dear ferker,
Here is the translation, with some notes inserted in brackets where
appropriate. I would like to add that the style of the original letter
(and I really mean the original text, not your transcript) is simply
horrible...

On the occasion of the excision of works of degenerated art in the
museums, assigned to me by the Führer at that time, 1052 works of you
alone had to be confiscated. Some of those works were shown in the
"Degenerated Art" exhibitions in Munich, Dortmund and Berlin.
From these facts you had to learn that your works do not comply with
the standards demanded since 1933 from the artistic work of all
creators of fine arts active in Germany, including artists of other
nationalities or ethnicities living in the Reich. You had to know the
relevant principles concerning the future artistic attitude and the
objective of cultural promotion in responsibility to nation and Reich,
which have been clearly and explicitly emphasised by the Führer
repeatedly in his programmatic speeches on the occasion of the
openings of the "Große Deutsche Kunstausstellung" [Great German Art
Exhibtion] in Munich for years.
As inspection of your submitted recent original works showed, you
still absent yourself from those cultural ideas, and you still do not
comply with the requirements necessary for your artistic activity in
the Reich and thus for membershio in my Chamber [the Reichskammer der
bildenden Künste, Reich Chamber of Fine Arts, mandatory official
national association of artists in the Third Reich].
On the basis of §10 of the First Executive Order to the
Reichskulturkammer Law of 1 November 1933 (RGBl.I, S.797) [the
citation for the Reichsgesetzblatt, Reich Law Gazette], I debar you
from the Reichskammer der bildenden Künste because of lack of
credibleness and forbid you any professional - and also avocational -
activity on the field of fine arts as from now.
The Chamber membership document M 2603 made out to your name has
expired; you are hereby asked to send it back to me immediately.
signed, Ziegler
