This question may seem a bit ironic, but I am trying to increase the
ranking or at least get a page spidered by the Search Engines at
http://www.northpolemedia.com/pay-per-click.html
And why is the question ironic, you ask. Because the text on my page
goes into a fair amount of detail as to why search engine optimisation
SEO is NOT always the best approach, but instead a PPC pay per click
method may give the best results.
So, with that said, I am looking for advice on what I can change on my
page to optimize the page and have my website spidered and increase
the chances of having my page included in the top ranking positions on
the search engines.
P.S. I am looking for methods that do NOT cheat or spam the search
engines, but instead give my page a fighting chance in the SEO game.

I've had a look at your page and there's nothing wrong with it.... but
if you want to get indexed quickly I would do the following.

- get 5 or 6 articles written about pay per click advertising (find
some good competitive keyword phrases on wordtracker.com).
- make one page from on each topic, link to each page from the home
page and include a sitemap of links on the new articles. Include the
keyword phrase you are targeting in the title, description, h1 tag, h2
tags (at about 33% density) and about 11-15% density in body text.
- don't worry about submitting the page to search engines
- no, here's the hard part.  You are going to need about 22,000 sites
linking to you for the term 'pay per click' to even rank anywhere near
the top ten for this search phrase. If you have the money, you could
probably get someone to do that for about $10,000 (post a job on
rentacoder.com). Even then, that wouldn't ensure that you were
listed.. especially if you have a new site.

Sorry to shoot your idea down in flames, but my advice would be to
forget this approach. What you would need to do is create another
website targeting a niche where people might be interested in ppc
advertising. Once you get people to the niche (using SEO techiques
above) you could direct them to this page.  If your website is useful
enough you'll get organic traffic and eventually you might get traffic
to you page from organic links.

I understood what you meant by the term ironic.

Now you want to optimize the page to get higher in Normal SERP's

I have some suggestion to offer and following this will help you to
get better in SEPR's without any tricks thats harmful.

First step to choose is to get the set of keywords you would like to
tarhet. You can find which are best suitable keywords using
inventory.overture.com or digitalpoint.com tools and get the idea
about the words that are searched more and target that keywords.

After finding the keywords you can edit some on page SEO so that you
move lots of HTML in to CSS and you will see the size of the HTML file
is almost reduce by 60% and that will increase your code to content
ratio. You can do that by eliminating something like fonts tag and
lots of property of tags that can be in CSS external file.

Then you can increase the keyword prominence of your targeted words by
putting them in Title and Hx tags.

Lastly getting some backlinks to your page is importannt and you can
do this if you have good content let people know in the forums then
people will definitley love to link to that.
