I take Pirate userd too, but only if that can be separated out.  I'm
more interested in an official number.

There are from about 500,000 to over 1 Million Flash developers
worldwide.

Different sources give different numbers, since it's very hard to
effectively measure the exact number; e.g. if you want to count sold
Flash development tools, a single one of those could be used by
several programmers/ artists on the same computer during different
times -- and that's not even counting pirate users.

The numbers have grown enormously since 1998, when Ben Dillon
(Macromedia's director of product management for Flash) said there are
