What is the average flowrate through California's water treatment
plants in millions of gallons per day or per year? Will accept
historical flowrates from as early as 2000.

The California Water Environment Association has an annual award for
wastewater treatment plants in the state, and divides them into
flowrate categories:

We are looking for total statewide flow of municipal wastewater
treatment facilities aka POTWs (Publicly Own Treatment Works) for
California.  The awarded facilities provided in the link are a small
subset of the 330 or so plants found in the state. The classifications
provide no flowrate data, some facilties larger than 10 MGD are just a
bit larger and some are much much larger. Therefore this data source
alone can not provide an reasonable estimate.  These are highly
regulated facilities that require significant reporting, the actual
data is out there somewhere.

There is no answer at this time.

Just sum the existing flow for the 577 facilities, there are certainly
some overlooked facilities but this is the best list available.   The
"population served" should not be trusted as it totals around 5
million less than the 2000 census for the state.  There are
significantly less than 5 million Californians that are not served by
septic systems, the only significant alternative.
