I cannot give users the ability to upload pictures for avatars in the
PHPBB, or in my Coppermine gallery. I have set all required folders
with CHMOD permissiong at 777, but to no avail. Anyone know the
problem?

Without access to your actual installion or knowledge of your server
settings it's just a guess. You can always run a quick php info check
and post a link to the results here, as that would help us understand
your configuration a little better.
