I have a chemical which cleans bathroom and odors. It sells ok but I
have hard time to find new markets. I was selling to schools and
nursing homes but need to expand, what should I do to enter other
markets to sell my product since I can not use email and fax
broadcasting because it is illegal?

Have you decided who you want to sell to ?

Schools and Nursing Homes sound a nice niche
- I assume you want to target similar markets

Some suggestions:
1. jails/prisons
2. drug rehab/detox facilities
3. hospices
4. shopping malls (large restroom faclities)
5. truck stops
6. janitorial services
7. public parks/rec centers
8. other venues attracting crowds of restroom users
