I am attempting to create a hyperlink to a specific place in a long
html document that contains almost nothing but text (no paragraph
markers within the text, and no html anchors -- it is not my
document.)

Of course, if I just hyperlink to the document at large, then the user
goes to the very beginning of the page -- not good.  I need the link
to go (for example) 100 lines down, or to a specific bit of text.

Example:  On the webpage:

http://www.leginfo.ca.gov/cgi-bin/displaycode?section=hsc&group=01001-02000&file=1250-1264

How do I modify this hyperlink such that a clicking-user goes directly
to the text section beginning with "1260"? 

Please, no answers telling me that this can't be done.  I will figure
that out if nobody responds.

I truly don't think you can do this using HTML. However, it appears
that a sub-technology of XML offers relative addressing to a page
without anchors:

"(NOTE: Developers invented an XML sub-technology, or 'vocabulary,'
called XLink. XLink is a  more powerful way of linking from one item
to another than is possible in the standard XML mechanism. It allows
you to link to an arbitrary place in a document. In standard linking,
like that found in HTML, you can only link to something if you've got
an anchor to it. If you've got a complex document this can mean
inserting thousands of anchors -- a laborious task. With XLink you to
point anywhere you like without anchors)."

I know very little about XML myself, but if this option interests you,
I'm sure one of my XML-savvy colleagues can tell you more.

Clarification to XML query:

I am hyperlinking to web locations from a Microsoft Word document.  If
XML links can be created (and, in fact, link to an arbitrary place in
an html document on the web) in Word, then I would be interested.  For
the purposes of this project, I am only able to publish this document
in Word.  Thanks.
