Why so difficult to call cell phones in Ukraine? "All International
circuits are busy" is the recording I almost always get when trying to
call Ukraine from USA! I use an AT&T international calling plan, and
calls to home telephones in Ukraine almost always connect.

If you have a high-speed Internet connection, you can use Skype
(www.skype.com) in conjunction with 'Skypeout' credit to call a cell
phone in Ukraine. Calls are charged at the following rate:
Ukraine - Mobile ? 0.151 
The advantage of this method is that the call travels over the
Internet until it gets to a location that is close enough to the
person on the other end to be a local call, at which point the call
goes through the 'real' telecommunications network wherever you're
calling (that's how they make the calls so cheap). The reason this
should be of use to you is because this will avoid the 'All
international circuits busy' message you seem to get, since it will
only actually use local circuits.

I constantly calling Ukraine especially cell phones.  I usually do not
have problems.  I buy Champion card at Masterbell.com  I beleive it is
about 16 cents a minute or so. You should try too

I?m wonder? I?m  original from Ukraine and very often / 2-3 time per
day / have made  calls to cell phone?.. service is much more batter
than call to landscape phone..... but probably if you call not in Kiev
 or in some other sites, and your call recipient  lived in some small
villages , - it can happened?.  or cell phone can be broken???
