EEOC decision, can an Administrative judge in a federal EEO disability case 
rule against the discriminating agency to pay forward pay if the cause of the 
disability exacerbation ( refusal for reasonable accommodations)  has
left the complainant permanently disabled ? Complainant is requesting
the difference between salary with steps and Federal disability
retirement currently approved ?
