I'd say that depends on national laws ... and there are about 200
sovereign nations, so research could prove to be rather
time-consuming.

The laws vary from state to state. In my state for example, such
content is even illegal to "possess", in other words, the mere viewing
of such material and saving it to one's computer, even in the form of
a cached image, is illegal.
