I inherited a large, gold framed,chalk pastel by an english artist named
Colley.  The art work is of an english country side and I believe it was
created around 1890-1900.  Can you tell be about the artist and how
much the picture would be valued at?  If needed, I can send a digital picture
of the artwork if that would be helpful.

This link shows a Susan Davies Colley painting. Does her style
resembles your painting?

The Susan Davies Colley doesn't look similear.
