Can you be more specific about what you really want to know?  The
short answer- assuming you are talking about the USA mitlitary - is
the taxppayers.  We currently spend around $399billion /year for the
Pentagon.

Yes the taxpayers do pay for military spending.  the majority of
military spending is considered "discretionary", but is almost always
approved by memberso of congress who have the ability to raise or
lower the amount going to specific programs.
