Well, in a nutshell, the company would have to be worth $0.00, or
closed.  However, I cannot find a reference that defines when that
happens, or what the steps are.

Guess noone wants to think about stocks hitting zero.

Someone would have to sell it for $0 and someone would have to buy it for $0.

It just gets smaller and smaller, even fractional cents or no one trades it.

WCOEQ just got delisted from NASDAQ.  Off to the pink-sheets.

The stock would be delisted before it could reach such a (non-)value.
