Where can I buy the My So Called Life DVD Boxed Set with 5 DVDs at or
below the retail price of $89.99 from a reputable company?  I would
prefer a new set but used in mint condition is also okay.  It was
released from Ventura Distribution on November 19, 2002.  It has
recently sold out from every location I have found.

Its a deleted title so you wont find it being sold in any store.  You
can pick up a boxset on e-bay or amazon but the prices are going over
£130 at the moment.  I have a 5 disc copy if you are interested but it
does not come in the actual boxset.

Yes, the MSCL box-set has been out-of-print for quite a while.  

I've noticed that the prices for used copies of the set on Amazon and
eBay have greatly fluctuated in the past year or so.  So keep a watch
on them and you might be able to get one for $100-$200.  But I highly
doubt you will find the set for under $90.
