I want to find a list of winners and runners up for the Miss Ventura
county pageant from 1986 to 1992.

I sent an e-mail to them requesting information. This was the reply I received:

We do not have a list, if there even is one.  We started our Miss Ventura
County in 1998.  I'm not even sure if Ventura County had a Miss Ventura
County that was involved with Miss California/Miss America before that.  I
will ask around and see if I can get you any information.
