First is the first place ranking on the Photoshop Journal, a highly
respected printed publication with regards to image editing.  This
ranking is highly competitive with 49 other professional image based
web designers making the list, among hundreds of qualified candidates.

Also, in my profession, I consult various companies in marketing
aspects, including web presence.  I have never personally used their

They are a Russian firm, friendly, awesome work, very secure, cheap,
fast. They will give you a few choices and you'll pick what you like.
There are more than 100 designers working there. For $2K, they'll
create the pages you need, all creative work, connect to a database if
needed, administer the site, etc.

That company called ionic media solutions must be kidding me! They may
make "nice pictures" but if you want a company that will make your
business grow, i dont think they will manage. They dont even rank on
the first page of google if you type their exact name in, that is
terrible! But they have some good skills it seems, but i still have
not found their site!

http://www.fluidgroup.ca is a good small company out of Canada. They
have done work for numerous clients from big companies like Tim
Hortons to small business like ACE UP THE SLEEVE. I am biased in this

I feel that you could outsource your project to India, There are a few

wwww.creativesparkz.com. They could finish your project in less than
half the price you are willing to pay.Both of these firms are
currently having clients (web design Firms)from Europe and are used to
the special care needed while outsourcing as there is no personal
meeting.

Ideally outsourcing should work like this
a)A site brief is prepared( Based on nature of business, Prog.
Languages to be used, Look and feel, pages etc). You could also help
by giving reference sites and they could pick out some elements which
you liked.
b)Based on Site brief they would provide you with 2/3 Design mockups in JPG format.
c)Based on your feedback one design is shortlisted or you can ask for
some refinements.
d)Once you have your final design, It is converted to HTML(Web Pages)

You could ask them to upload the pages to you server via FTP or you
