Hi,

I am looking for a list of at least 4 major sites that offer an API,
with either a REST or a SOAP interface.

Restrictions:
- Sites must be EU centric
- Can not be Amazon, Google, eBay, PayPal, del.ico.us, flicr, NWS
- API must be publically accessible (ie APIs restricted to other major
firms are not applicable, registration processes are fine)

Specific information Required:
- URL for site
- copy/paste type description of the site
- URL for page explaining their API offerings
