LAW QUESTIOIN:  I need a nice succinct definition of "extra-legal
factors".  Know I intitively know what it means but I'm finding that
actually writing up a definition is a bit like nailing Jell-o to the
wall.  My search of the internet has, surprisingly, netted my nothing
that suits my needs.  I'm hoping some smarty pants out there can just
whip something up, in say a sentence or two.  (I don't really need
examples...those I've got by the ton.  I really need is an accurate
definition)..THANKS!!

Extra-legal factors are factors that are not governed by law and
therefore are not permitted to be taken into consideration in the
decision-making process.  For example, it is illegal to give a harsher
sentence or arrest someone solely on the basis of his or her race.
