Since you don't actually ask for the plaintext, then I can easily
answer this question.

"Yes, if this is in english and is actually a cypher text, then I can
almost certainly decrypt it if you provide a bit of information
regarding it's origin."

Of course, as with many questions here, I seriously doubt you would
pay because the quesiton you asked is probably NOT the one you
intended to ask, so I would be surprised if anyone tackles this
quesiton as asked.

If I'm wrong, let me know and I will post the simple answer "Yes"
which answers your actual question.

Since posting this question I have de-cyphered the bottom portion. 
"STOP MEANS STOP", "O EQUALS D", "H EQUALS Z", "K EQUALS X"

The top portion has escaped me and I still would like to know if it's
IS a cypher or a red herring, and if it is a cypher, code, secret
message, or some other mysterious communique - what is it's meaning?

OK, like I said what you ACTUALLY want is a complete plaintext for this.

I am unwilling to tackle an open ended task such as this for $2,
perhaps another researcher will be able to help.

By the way, if this is nonsense, it could take an unlimited amount of
time and work to prove that (red herring) which is now part of your
question.

A very brief look at this suggests to me that the answer will be "no".

In the first block of data, there are 1838 characters, but only of 4
variants: T, N, P and H (ok, there also appears to be the odd space as
well). You have also got runs of sucessive letters that wouldn't
appear in English with a simple substitution cypher (e.g.
"TNNNNNNNNNP"). So a frequency count analysis is not going to help.

The second block is interesting in that it is different. Some new
letters, but has repitition of two blocks "FGBC" and "RDHNYF".

Without being familar with the range of possible cypher systems out
there and just looking at the data presented, I can't see that there
is enough information contained in the message to have a hope of
cracking it.
