I want to know if there is a pre-made web application, cheaper the
better, that will serve my needs.

My friends and I want to set up a private personal server to share
music files that we legally own.  We want to be able to setup users
and enforce a ul/dl ratio that is the reciprocal of the total number
of users.  Advanced features like IDv3 tag database and searching
would be a plus.  Accomplishing the actual uploads and downloads via
http or ftp is fine, and the dream setup is to be able to drag a
folder on our computers into a drop box web page, and also download in
batches via a web interface.  Orginization by genre would be another
big plus.

We want to host it on a managed host that supports asp, php, jsp, and
cgi.  This is why the personal file serves like BadBlue would not work
for us - we don't want anything that you install on a windows box, we
want something like Moveable Type where it's all web scripts.  Does
this exist, or will we have to code it ourselves?  What other kinds of
web apps could we tweak to do this for us, like other Content
Management Systems?

Eliteskills - thanks for your comment.

We're talking very small scale, never more than 10 users.  You'd
likely see 5 songs per user per month be uploaded.  That's a *max*
scale of 400 MB up and 3.6 GB down per month - a bandwidth that we
believe service providers will find acceptable.   A private torrent
occured to us but did not seem worth the hassle and was too
disconnected from the management we need.

Legality is a major concern for us (we want to bee 100% legal), but we
believe this is.  We are setting up a virtual "record pool" - most
content is promotional in nature.  The music was purchased legally,
and the contributor and other users agree to not use the music while
it is being used by someone else.  We want to manage this rotation
with a wiki or check-in/check-out system.

It's very unlikely that you would find such a solution. As a windows
client I think you could make your own private group with direct
connect.

The only thing I can think of that could possibly function like this is either
1. Bit Torrent
2. Java

Using bit torrent the users would have to manually upload the files
onto the server.

You can try sourceforge.net and see if they have an open source java
peer to peer software. I doubt it, but in either case it's pretty ugly
in terms of security, especially if the person running the show
doesn't have a clue how to configure it correctly. You'd have to get
you're own private bandwidth provider and box because there's nobody
in the right mind that would help you set up a managed server for
illegal activities.

Legally owned material to be redistributed illegally... or else what's
the point in "trading". Security risk, resource intensive, and
illegal.
