The Philippine driver license has eleven characters. Example:
A11-55-000000. I have been told that the two numbers in the middle
represent the original issue date of the license. This example would
indicate that the first license was issued in 1955.  Is this correct?

I will check with one of my Philippino friends that I work with on the
island of Guam. And get back with you in less than 24 hours.  I tried
to call one a minute ago and couldn't  get through, sorry for the
delay.

I was looking at my expired Philippine driver license, yes the two
digit in the middle is the first year it was issue.
